The Children's Home photos, esp. the fire-damaged view, remind me of a scene in the movie, "Mighty Joe Young" in which he tries to save a couple children and climbs a tree to do so.

Every street then would have been named Water St. if that were the case,

No idea really - North main street in Cassville is still named Water St. but it's a good distance from any body of water - Raystown reservoir wasn't in existence then......

There is a street named River Street in Paterson, NJ which runs parallel and close to the Passaic River. When the river floods, the street becomes part of the spread and flow of the river, in my observation, on more than several occasions.

There seems a recurrent theme of a steep learning curve related to building anything near water - floods, hurricanes, etc. and folks don't learn to back it up a bit...
