I'm not sure what it is - appears to have doors along the one street side that I would declare to be for fire department equipment - perhaps a multi-use city hall building.

Bloomsburg. Building likely the Municipal Building, that also houses the Fire Department, not uncommon for small cities.
The building in the background must be the County Courthouse since Bloomsburg is the county seat of Columbia County.
