Maybe it's some kind of a low slung harvesting wagon that they can pick up what ever is in the field and bag it up from the wagon Don't think I have ever seen one like that before.

I've only seen such wagons or axle arrangements used for hauling logs. Maybe it was just in service hauling stuff back after a load was dropped off?
